MY PHONE HAS SHOWS ''WAITING FOR NETWORK TO INITIALIZE''

I CAN NOT MAKE AND RECEIVE CALLS - CAN YOU PLEASE HELP ME?

WHEN I TYPE IN THE IP ADDRESS ON MY INTERNET BROWSER - IT IS NOT GOING TO THE SET UP SITE TO RECONFIGURE....

WHAT CAN I DO?
