Not letting operator answer Options

I have a welcome messaged played on start up and a voicemail message setup for when an operator isn't avaliable however on my IP phone it says im avaliable and it just skips the operator and straight to the voice mail any ideas?

should look like this:

Customer Calls
Welcome.mp3 plays
Operator gets a phone call
Operator answers

OR

Customer Calls
Welcome.mp3 plays
Operator gets a phone call
Call times out after 30 seconds
Voicemail message plays
Voicemail records customer message

Hi Jack,

Could you send a screen shot of your IP phone's settings to support@soho66.co.uk so that they can diagnose the problem for you?
