HELP - Number Unreachable from within local exchange Options

Anybody having issues with their number being unreachable from within the local exchange?
I have a new 093 number and it can be contacted from all numbers from outside the 093 area.
This has being going on since the start of February and still no fix.
I specifically inquired about this before I decided to go with Soho66.ie and
was a deciding factor when I told that all numbers are contactable even from within
local exchanges.

any input form anybody ? ? ? ?
