having trouble calling cirtain numbers Options

hi ok i got a problem i cant make calls to curtain numbers
like jersey uk numbers 077***52338 is one of the numbers but i can text it though any ideas

and im able to call my home number and im thinking wtf

im set up on direct debit tho as well so it should still be able to make me call

but my balances as stated

Call / fax credit 2.27
why cant i call it
please help me i will call tomorrow
