Number rings once and goes engaged Options

Morning all,

at present i just want the number to accept voicemails and i'm setting up a default wav file for a greeting but calls to my number aren't getting that far.

If you call the number it rings normally once and then goes engaged even though i have the 3CX client on my desktop and running. I'm not expecting the call to get the the 3CX of course as i'm looking for it to got to VM but it's not working either way.
